Robert Brooks, a 43-year-old inmate at Marcy Correctional Facility in New York, died on December 10, 2024, following a violent encounter with correctional officers. The incident, captured on body-worn cameras, has prompted widespread condemnation and calls for systemic reform within the state’s prison system.
Incident Details
On December 9, Brooks was transferred from Mohawk Correctional Facility to Marcy Correctional Facility. While restrained in a medical examination room, he was subjected to a severe beating by multiple correctional officers. The body camera footage, released by New York Attorney General Letitia James, shows officers striking Brooks—who was handcuffed and compliant—multiple times in the face, torso, and groin. At one point, officers attempted to lift him by his shirt, and he became unresponsive. Preliminary autopsy results indicate that Brooks died from asphyxia due to compression of the neck.
Official Responses
Governor Kathy Hochul expressed outrage over the incident, stating, “Like all New Yorkers, I was outraged and horrified after seeing footage of the senseless killing of Robert Brooks.” She ordered an immediate investigation and directed the New York State Department of Corrections and Community Supervision (DOCCS) to initiate the termination process for 14 individuals involved in the attack.
AG James released the disturbing footage to the public, emphasizing the need for transparency and accountability. However, due to a conflict of interest—her office’s prior representation of some involved officers in unrelated civil cases—James recused herself from the investigation. Onondaga County District Attorney William J. Fitzpatrick has been appointed as special prosecutor to lead the inquiry.
The Federal Bureau of Investigation (FBI) has also launched an investigationinto Brooks’ death, reviewing the circumstances surrounding the fatal encounter.
Institutional Changes
In response to the incident, Governor Hochul announced several reforms aimed at addressing systemic issues within the state’s correctional facilities. These measures include appointing Bennie Thorpe, a seasoned professional with over two decades of experience, as the new superintendent of Marcy Correctional Facility. Additionally, the governor has ordered a comprehensive review of the culture and practices across all state prisons, the expansion of oversight mechanisms, and the enhancement of whistleblower protections for staff and inmates.
Background on Marcy Correctional Facility
Marcy Correctional Facility, a medium-security prison located in Oneida County, New York, has faced scrutiny in the past for reports of inmate abuse and poor conditions. A 2023 report by the Correctional Association of New York highlighted issues such as inadequate healthcare, racialized verbal and physical abuse, and an unresponsive grievance process within the facility.
The death of Robert Brooks has intensified calls for comprehensive reform within New York’s correctional system. As investigations proceed, state officials and advocacy groups are urging swift action to address the systemic issues that have allowed such incidents to occur, emphasizing the need for transparency, accountability, and cultural change within the prison system.
